Pennsylvania's close proximity to major centers along the eastern seaboard provides an opportunity for widespread narcotics shipment and distribution. Most trafficking and distribution is accomplished by highly organized criminal groups that are scattered throughout the state. Cocaine as well as crack cocaine is widely available in Pennsylvania. Crack has infiltrated a variety of neighborhoods in both urban and rural locations. Heroin is widely available throughout Pennsylvania and sold openly on the streets of Philadelphia. Meth is reported to be available in Pennsylvania, but used primarily in the city of Philadelphia. The forested areas of northwestern Pennsylvania are popular areas for marijuana cultivation and this allows Marijuana to be the most commonly used substance in the state. Pennsylvania's thriving drug activities are matched by numerous drug treatment options; persons suffering from addictions in Pennsylvania do have access to a large number of addiction treatment programs. A variety of services exist in the state, most common among them being the outpatient treatment services. Residential programs also exist on a smaller scale. Philadelphia has the highest concentration of rehabilitative services statewide, followed by Pittsburg; but services are available throughout the state. Persons with access to insurance will likely be able to find programs, as there are services in Pennsylvania for persons with Medicaid, Medicare, and private insurance. Some state-financed programs also exist, as do privately (self-paid) funded treatment centers.
