Hialeah, Florida, has a very serious substance abuse problem, particularly with the drug, fentanyl. This is a synthetic substance that is often sold as heroin, or cut with heroin. What makes the problem worse is that it is far more potent than heroin, and this is leading to a spike in overdose deaths across the country, including in Hialeah.

Trends in Hialeah, FL

There have been a number of very alarming trends in Hialeah:

  • There was a 100% jump in deaths due to heroin.
  • There was a 310% jump in deaths related to fentanyl.
  • Fentanyl is now one of the biggest killers among all illicit substances, together with morphine, cocaine, and sedatives.

The Hialeah Approach to Substance Abuse

Lawmakers and policy drivers have come together to determine how to best address the problem. Key decisions in policy were:

  • To increase access to detox and rehab facilities for those who suffer from substance abuse disorders.
  • To regularly hold "Prescription Drug Take-Back" days, whereby people can return any unused prescription drugs without consequence. This makes it more difficult for people to have access to these types of substances. The problem with this, however, is that it results in people turning to heroin instead.
  • To put in place stronger sentences for those who are convicted of possession with intent to supply, or supply, particularly if the substances contained fentanyl.
  • To empower the community to hold its own early intervention activities in order to prevent substance abuse from happening in the first place.
  • To fully implement a needle exchange program, hopefully lowering incidents of transmittable infections such as HIV/AIDS and Hepatitis C.

The above efforts are very important and they have already started to make a positive difference. Nevertheless, Hialeah authorities realize that more needs to do more. One of the things they aim to do is ensure that more and better quality treatment services in detox and rehab facilities are available. At present, many of the good facilities are private, luxury settings, and these are beyond the financial reach of regular people. Instead, more state sponsored treatment facilities have to be made available, particularly for those who require long term inpatient treatment. While it is common for people to be able to receive a 30 day treatment, this is often not enough. Research has shown that people with deep-rooted addictions, or those who have relapsed in the past, are best served with inpatient rehab treatment that lasts for at least 90 days.

At the same time, some are suggesting that there should be a stronger emphasis on the availability of medically assisted detox. Detox comes with withdrawal symptoms, which can at times be life threatening (particularly with alcohol addiction). Medication, if administered and monitored properly, can be very beneficial in terms of making people more comfortable and therefore more likely to make it through.

The final issue is that there should be a stronger emphasis on young people intervention. They must be educated on the dangers of gateway drugs like cannabis and alcohol, as well as provide them with skills to resist peer pressure. Lastly, they should be given healthier alternatives to avoid substance abuse in the first place.
