Los Angeles, CA, being a large city, presents a number of specific problems in terms of substance abuse, whether this has to do with drugs or alcohol. It is an international transportation hub of illegal narcotics, with traffickers using the extensive road infrastructure, and also the railways, airways, and waterways. There is a significant problem with street gangs in the city as well. Alcohol, just like in any other city, is readily available as a legal substance. In order to respond to these issues, the county of Los Angeles has started the Substance Abuse Prevention and Control (SAPC) effort.

About Substance Abuse Prevention and Control

The SAPC exists in order to make a positive impact on the lives of those who suffer from an addiction, and those who are affected by it. They do this through a four pronged approach:

  • Prevention, which includes a number of educational resources for parents, teens, and professionals, on the various addictive substances and their consequences. Additionally, there are extensive resources on creating an intervention when there are concerns about someone's substance abuse. These resources can be accessed anonymously, which has proven to be particularly interesting.
  • Treatment, which focuses particularly on the Community Assessment Service Centers (CASC) that operate throughout Los Angeles County. This includes access to rehab and detox. Furthermore, the SAPC offers the CAGE test, which people can use in order to determine whether they may require treatment. As part of these efforts, Los Angeles County also links to drug courts, where people are ordered to seek treatment or face criminal charges.
  • Recovery, which helps people who have gone through the process of detox and rehab. It includes links to sober living facilities, housing assistance, employment assistance, veteran support, and various groups and organizations that help those recovering from addiction.
  • RX drug disposal, which is an effort put in place by the Department of Public Works. Their motto is "No Drugs Down the Drain" and encourages people to hand in their prescription drugs in a variety of different locations. Doing so is done anonymously and does not lead to any kind of prosecution or criminal charges.

Statistics on Drug and Alcohol Abuse in Los Angeles

Los Angeles has very particular drug and alcohol abuse problems:

  • Alcohol is involved in 40% of all fatal car crashes.
  • About 27.2% of people who seek treatment do so because of marijuana abuse.
  • The four primarily abused substances are marijuana (27%), alcohol (22%), heroin (20%), and methamphetamine (19%).

What is unique is that these statistics show that prescription drug abuse is not much of a problem in Los Angeles. However, this does not mean that the issue does not exist. Rather, it demonstrates that the RX drug disposal efforts are working, but also that heroin is more readily available and affordable than prescription medication, which is a trend seen across the country. There is also a considerable concern about the emerging trend of methamphetamine abuse, which is affecting the health care and legal justice system.
